[Bug 2115578] [NEW] Arrow keys get stuck on the keyboard when I use the Fn key

I found a bug when using Ubuntu (24.04 25.04) on an Micro-Star
International Co., Ltd. Prestige 13Evo A13M laptop that matches the
behavior described in this thread:

But with Ubuntu.
The issue is that if I use the Fn key to permanently enable F1-F12
functions, then when I switch windows, the keyboard starts continuously
sending the "down arrow" key press, and the only way to stop it is by
pressing Esc.
