To be more precise:
libreadline8t64
seems to be the problem.

It works in the following config:

apt list --installed |grep readline
libreadline-dev/now 8.2-6 amd64 [installed,upgradable to: 8.3-1]
libreadline8t64/now 8.2-6 amd64 [installed,upgradable to: 8.3-1]
php8.4-readline/questing,now 8.4.5-1ubuntu1 amd64 [installed,automatic]
readline-common/questing,questing,now 8.3-1 all [installed]

  Upgrade of readline to 8.3.1 breaks Octave

Status in readline package in Ubuntu:
  New

Bug description:
  I upgraded readline via apt upgrade.

  As a results Octave (both gui and commandline version) hangs upon
  startup.

  Reverting to readline 8.2-6 fixed it.
