  Missing files between plucky and questing

Status in libxml2 package in Ubuntu:

Bug description:
  Between plucky-updates (https://packages.ubuntu.com/plucky-
  updates/amd64/libxml2-dev/filelist) and questing
  (https://packages.ubuntu.com/questing/amd64/libxml2-dev/filelist),
  this package has lost the following files:

  ```
  /usr/include/libxml2/libxml/DOCBparser.h
  /usr/lib/x86_64-linux-gnu/libxml2.a
  /usr/lib/x86_64-linux-gnu/xml2Conf.sh
  /usr/share/aclocal/libxml2.m4
  /usr/share/man/man3/libxml.3.gz
  ```

  I expect that I should have the same files (particularly the static
  library) as an older version but instead my package only has the
  dynamic library file.
