So duplicity has been in main since 2011 (MIR bug #491644), it got
demoted during the questing dev cycle because of the deja-dup change
that is mentioned here in the bug description. Since deja-dup is going
back to it as a backend for a least this cycle I'm promoting it back now

  [MIR] Duplicity was moved to universe, breaking deja-dup

Status in duplicity package in Ubuntu:
  Fix Released

Bug description:
  In deja-dup we temporarily dropped the dependency on duplicity, but
  this lead on duplicity being moved back to universe.

  Now, to fix bug #2120709 we are setting back the dependency, but this
  is not possible anymore.

      Migration status for deja-dup (49~alpha-2ubuntu1 to 49~beta-1ubuntu1): BLOCKED: Rejected/violates migration policy/introduces a regression
