This may be related to GTK4 changing from gst-player to gst-play for GtkMediaStream.
You could try to verify that by downgrading GTK4.

Bug description:
  Mouse & Touchpad animations are corrupt in gnome-control-center
  49~beta and 49~rc. But curiously only on Intel Lunar Lake so far, so
  it seems like a codec or driver issue.
