Title:
Gnome Panel keeps insisting on a minimum of 32px height.

Status in “gnome-panel” package in Ubuntu:
  Expired

Bug description:
The gnome-panel has recently started insisting on being 32px in
height. I prefer the smaller icons I get with with a lesser height,
especially with the Notification Area bar being particularly ugly in
  this Easy Reader size.

If I got to Properties and try to set the height to less than 32px, it
resets it immediately to 32px. This is not the case with Hardy,
Intrepid, Jaunty, or (until recently) Karmic.
