[Bug 669326] Re: Vertical scrollbar becomes fixed and inoperative

Sometimes, a page will load with the vertical scrollbar inoperative.
The size of the slider bears no correspondence to the length of the
page, and it cannot be moved with the mouse. The page can still be
scrolled with the arrow keys and PgUp/PgDn, but the scrollbar does not
change in response.
Reloading the page generally fixes the scrollbar.
Expected behavior: the size of the slider is proportional to the
height of the viewport relative to the height of the page (as it
usually is), the slider can be moved with the mouse, and scrolling the
page with the arrow keys and PgUp/PgDn updates the scrollbar.
