[Bug 838623] [NEW] FFe, UIFe: bring back OneConf to Software-Center

Public bug reported:

OneConf is not functional since the Software-Center switch to gtk3, and
a new design has landed for it
(https://wiki.ubuntu.com/SoftwareCenter#oneconf).

The porting wasn't trivial due to the infrastructure change and result
in now some code removed from OneConf and ported in Software-Center (the
plugin infrastructure has been dropped). So, there are some strings
removed from OneConf and new strings in Software-Center itself.
