[Bug 840347] [NEW] After boot, network connection does not always come up

Public bug reported:

When I boot my machine about 10% of the time network-manager will say my cable is unplugged. I cannot connect to the internet and I cannot connect to my router or any other machine on the network. Clicking "Enable Networking" (to disable it), and clicking "Enable Networking" again makes the connection come up. Note this does not work in gnome-shell because the is no "Enable Networking" menu item.
I am using a static local ip...
