[Bug 1422165] [NEW] xrandr query resets refresh rate to default setting

Public bug reported:

Hi,
I faced this problem after upgrading from 14.04 to 14.10. Basically, when I switch display refresh rate using xrandr to some non-default value and then just run xrandr without any arguments, the rate resets to default. I can clearly see it as my TV is able to show current refresh rate. Also TV blinks after second xrandr invocation. So steps to reproduce are:

1. xrandr --output HDMI1 --mode 1920x1080 --rate 24 <-- TV switches to 24HZ and stays in this mode.
2. xrandr (or xrandr --nograb) <-- TV blinks and switches back to default 60HZ.

The original problem was observed in Kodi (ex Xbmc) - it failed to
enable (and still fails) 24HZ video refresh rate, I analyzed Kodi
sources and found out that above mentioned steps are indeed used by Kodi
to switch refresh rate. Note that fore some reason the switch to 50HZ
refresh rate does NOT exibit the problem, but only to 24/25/30HZ (on my
system).

Short summary about my system:
- 64Bit Ubuntu 14.10 (everything stock, Unity, all up-to-date)
- TV Phillips 47PFL7108
- CPU Intel(R) Core(TM) i7-4765T
- Video card (builtin) Intel® HD Graphics 4600
