[Bug 1425959] [NEW] System sounds are always at 100% volume

Public bug reported:

Problem is reproducible since the pulseaudio update to version 6.0.

If an error message or system message appears with a warning sound, the
sound volume goes up to 100%.

Muting system sounds does not help.

Example:

Try to open a file with xdg-open that does not exist. A error message
with a loud sound will appear. The sound volume will be at 100% ( It
does not matter if it was muted before).
