[Bug 1436442] [NEW] Line occurs in the title bar when opening minimized window

Public bug reported:

1 - Open any non-maximized window, for example Files app.
2 - Minimize it.
3 - Raise from the launcher. 

Under the title bar, a gray line appears for a while, like a scratch.
Also it may occur when opening a new window. It can be annoying because
of it happens all the time.
