With systemd, the mate-settings-daemon starts 10 minutes later after the desktop login. It means it works but I have to wait 10 minutes after the login.
I found a way to reactivate Upstart. You can reactivate Upstart with "sudo apt-get install upstart-sysv". After that the mate-settings-daemon works without any problems.

With systemd (within 10 minutes):

sudo systemctl status org.mate.settingsd

Output:

org.mate.settingsd.service
Loaded: not-found (Reason: No such file or directory)
Active: inactive (dead)

sudo systemctl status org.mate.service

Output:

● org.mate.service
Loaded: not-found (Reason: No such file or directory)
Active: inactive (dead) 

mate-settings-daemon

Output:

** (mate-settings-daemon:3091): WARNING **: Failed to acquire
org.mate.SettingsDaemon

** (mate-settings-daemon:3091): WARNING **: Could not acquire name
