[Bug 1440530] [NEW] When opening a link from another application firefox window jumps to primary display from secondary display if window is in maximized state

Public bug reported:

Hello,

When I open a link from another application, which in my case is
primarily Thunder Bird, Firefox jumps from my secondary monitor to my
primary monitor.

My setup is as follows:

- I have a laptop, and then a secondary monitor connect via an HDMI cable that uses an HDMI-DVI convert to connect to the monitor.
- My laptop monitor is my primary display
- I have firefox in a maximized state on my secondary monitor in workspace 1
- I have Thunderbird in a maximized state on my secondary monitor in workspace 2

If I am looking at workspace 2 and then click on a link an email, when I
switch over to workspace 1 to see firefox, firefox has moved to my
laptop monitor from my secondary monitor. This behaviour is only
exhibited when firefox is in a maximized state.

Interestingly enough, if I have both applications in workspace 1,
thunderbird on the laptop monitor, and firefox on the secondary monitor,
this behaviour isn't exhibited.
