[Bug 1440628] [NEW] Switching to "always on visible workspace" window switches to it across all workspaces
Public bug reported:
0. Enable workspaces (Appearance > Behavior > Enable workspaces).
1. Right click the title bar of a (fully maximized) window, and select "Always on Visible Workspace"
2. On all the workspaces, open some other application windows so they're on top.
3. In one workspace, switch to the window that's always on visible workspace.
4. Click on Workspace Switcher.
5. Notice how in all the workspaces, the window that's always on visible workspace is on top.
This bug makes it difficult to check what workspaces are what, because
if I switch to a window that's always on visible workspace, then all the
other workspaces will look the same.
