I'm using Ubuntu 15.04 with locales 2.13+git20120306-19 and currently
locales can be generated either by checking for outdated ones and
recompiling them which keeps unregistered locales or by purging all
locales which will also recompile up to date locales. Maybe there could
also be an option that only removes unregistered locales before
processing as a faster way instead of using --purge.
