  cpufreq does not conform to setting in gconf-editor

  Binary package hint: gnome-power-manager

  1) open gconf-editor
  2) go to /apps/gnome-power-manager/cpufreq
  3) set both policy_* fields to "conservative"
  4) note that when you load gnome the setting is put to "ondemand"
