[Bug 1453467] [NEW] Upper right corner of maximized windows do not accept clicks

Ubuntu MATE 15.04
compiz 0.9.12.1+15.04+20150410.1-0ubuntu1

When a window is maximized, clicking in the very upper right corner should register as a click on the title bar (and, depending on the theme, the close button), allowing you to whip your mouse to the corner without needing to aim for the close button. Instead, the click gets sent to either:
 - the window that is maximized on the next workspace to the right, or
 - the Desktop, if there is no maximized window on the next workspace.

Steps to reproduce:
1. If you have a panel at the top of the screen, remove it.
2. Minimize or close all windows.
2. Open a terminal and maximize it.
3. Run xwininfo.
4. Click the very top right corner of the screen.

Expected result: xwininfo returns information about the maximized
terminal window

Actual result: xwininfo returns information about the Desktop window.

If there's any more info I can provide, please let me know. It's quite
annoying to need to aim for the tiny close button instead of the
infinitely large corner of the screen, especially with a touchpad.

The Window Decorator plugin is enabled, using /usr/bin/gtk-window-
decorator. I tried switching to Emerald and got the same results.
