[Bug 1454841] [NEW] pulseaudio doesn't start if /home is a mounted CIFS

Public bug reported:

I use Ubuntu 14.04.2 LTS
>apt-cache policy pulseaudio
pulseaudio:
  Installé : 1:4.0-0ubuntu11.1
  Candidat : 1:4.0-0ubuntu11.1
 Table de version :
 *** 1:4.0-0ubuntu11.1 0
        500 http://fr.archive.ubuntu.com/ubuntu/ trusty-updates/main amd64 Packages
        100 /var/lib/dpkg/status
     1:4.0-0ubuntu11 0
        500 http://fr.archive.ubuntu.com/ubuntu/ trusty/main amd64 Packages

When a user's home directory is mounted on a linux machine from another
host using CIFS, pulseaudio will not start because pulseaudio cannot set
the necessary permissions on the .config/pulse directory (CIFS doesn't
allow permissions).

I found someone that report the same bug under
https://bugs.freedesktop.org/show_bug.cgi?id=71649

It seams that redhat had implemented a workaround :
https://rhn.redhat.com/errata/RHBA-2015-0419.html

This is enoying because i do not have sound anymore since i have
migrated all the /home/xxx directories to a nas.

I expect to have sound even if my home directory is setup on a NAS
through CIFS.

** Affects: pulseaudio (Ubuntu)
     Importance: Undecided
         Status: New
