[Bug 1459434] [NEW] devhelp now requires webkit2gtk, which is not in main

Public bug reported:

devhelp (and as a result anjuta) have been transitioned to webkit2gtk in debian. We still need to use webkitgtk 1 as it works with our geoclue/geoip stack and webkit2gtk can't really be in main with it due to security issues with 2 different webkitgtks.
devhelp has no huge need to be in main, but until it is demoted or webkit2gtk is promoted, we should revert the change. Debdiffs for devhelp + anjuta attached.

** Affects: devhelp (Ubuntu)
     Importance: Undecided
         Status: New
