[Bug 1465721] [NEW] Making package configuration fail if the download fails

Public bug reported:

I'm using Ubuntu 15.10 dev with flashplugin-installer
11.2.202.466ubuntu1 and if the package got successfully downloaded but
on configuring it fails to download the flash player an error is shown
but the configuring does not fail. This could lead to a broken flash
player setup while the user might think all is fine as apt doesn't
really claim anything.

** Affects: flashplugin-nonfree (Ubuntu)
     Importance: Undecided
         Status: New
