Public bug reported:

After updating Gnome 3.14 to 3.16 (gnome3-staging PPA), outside of
gnome-shell (on budgie-desktop8.2), I've found that gnome-screenshot
3.16.2 can't disappear "cheese-flash" effect even after the "save"
dialog was opened. cheese-flash-effect remains on whole screen as white-
out. It may happen with gala and some other mutter-based wm as well,
maybe...

This issue was already filed in gnome bugzilla:
https://bugzilla.gnome.org/show_bug.cgi?id=748449

I've confirmed that attached patch could fix this.
