[Bug 1469804] [NEW] Formulas do not get recalculatee when pasting into new cells of spreadsheet

Public bug reported:

When I copy and paste a formula from one cell to another in my
spreadsheet, the formulas are not getting recalculated properly. If I
paste into a single cell, the formula displays correctly, but I see the
value from the old cell, even if the data in the new row is different.
If I paste into multiple cells, I also see the correct formula, but the
cells remain blank. Please see Column F of my spreadsheet on the sheet
"Cities_Chart."
