[Bug 1474861] [NEW] apport should fallback to console mode after "shm_open() failed: permission denied"

Public bug reported:

`shm_open() failed: permission denied` usually happens in a `chroot`,
but might have other causes as well. In this case `apport` should not
try to open the default browser, but offer the console based dialog like
in a SSH session.
