Title:
  CRDA regulatory domain settings in Ubuntu 11.10 don't work

Status in iw package in Ubuntu:
  Confirmed

Bug description:
  Ubuntu 11.10 Oneiric Ocelot always uses Reg-Domain „country 00”
  (World). A manual change by iw takes no effect.

  So I can't use Channel 12 and 13 with some different WiFi Dongles and
  the other frequency, TX-power and bandwith settings are partially
  wrong.

  Testet with Kernel 3.0.0-12-generic and mainline Kernel
  3.1.0-030100rc10-generic (32bit).

  Testet WiFi Dongles that use nl80211:
  * Realtek rtl8192su/ce/de - modul r8712u/rtl8192ce/rtl8192cu
  * TP-Link TL-WN821v3 - modul ath9k_htc
  * TP-Link TL-WN822N - modul carl9170
  * Atheros AR9285 - modul ath9k

  I also tested my own build regulatory.bin with no success. With Ubuntu
  10.04 everything works fine.
