Bug description:

I just upgraded my Ubuntu 8.10 installation to 9.04 beta. I got a
warning that a driver (flgrx) for my graphics card (ATI Radeon X300 SE
128mb Hypermemory) is not supported anymore in 9.04 beta. I continued
because I read that there is a new proprietary driver available for
ATI cards. However, as soon as I logged in for the first time the
gnome panels which normally 'slide-in' from above and below the screen
keep doing that and back. They slide in, then dissapear, seem to slide
up (because of the graphics hickup I can't see this properly but
either they slide up again or they dissapear), slide in again, repeat.
CPU usage goes up and I can't load anything from the panels. I can
CLICK on them in the second they are visible but things like Firefox
do not start. Only programs like nautilus that I start in another way
stay visible and usable. However the 'Run application' box you get
when hitting CTRL+F2 dissapears within a second as well.
Using a Failsafe GNOME session doesn't solve it.
