I just got a screenshopt of the situation, with Enable Networking and Enable Wireless grayed out, and Edit, Delete grayed too. See the screenshot here

  "Enable Wireless" in Network Manager Applet grayed out

Status in “network-manager-applet” package in Ubuntu:
  Incomplete

Bug description:
  In my panel, "Enable Wireless" is grey and unchecked although I have a
  working wireless network. It used to work correctly. But after latest
  update it cannot work. Besides, in System Settings => User Accounts,
  the "unlock" greyed, too. My account type is Administrator, in the
  root group. My network-manager is 0.9.0-0ubuntu3.
