[Bug 851023] [NEW] "Enable Wireless" in Network Manager Applet grayed out

Public bug reported:

In my panel, "Enable Wireless" is grey and unchecked although I have a
working wireless network. It used to work correctly. But after latest
update it cannot work. Besides, in System Settings => User Accounts, the
"unlock" greyed, too. My account type is Administrator, in the root
group. My network-manager is 0.9.0-0ubuntu3.

** Affects: network-manager (Ubuntu)
     Importance: Undecided
         Status: New
