Status in “apport” package in Ubuntu:
  Expired

Bug description:
  running ubuntu-bug <packages> as a regular user pops a windows saying
  "Could not determine the package or source package name."
  running the same with sudo works...

  
  this behavior feels "right" to me, however there is no other message in the console, or the pop up window  saying that it should be run as root/sudo
