[Bug 857763] [NEW] no fill not applied when clicking on highlight button set at no fill

When you select some text, and click on the Highlighting button, by
default, it gains a yellow highlight. However, when this button is set
to "no fill" (after using the drop down colour picker), clicking it does
not remove highlighting from text. Rather, it gives non-highlighted text
a yellow highlight and leaves highlighted text as is (regardless of the
colour of the highlighting).
