[Bug 863116] [NEW] Networking seems disabled even though it's working

Public bug reported:

Network manager applet shows as if there are no network devices (usually
- log out and back in to try again) even though there are and networking
is working normally.

Empty triangle icon and only three options in the menu: Enable
Networking, Connection Information and Edit Connections.

Also, sometimes after login the normal networking is available but VPNs
are missing (as if network-manager-pptp isn't installed).

** Affects: network-manager (Ubuntu)
     Importance: Undecided
         Status: New
