Noticed this a few days ago.  I've tried a few different combinations of
settings and couldn't get it to stay on.  One thing I noticed was that
when I set the screensaver to "Never" the screen dimming takes affect
about 1-2 seconds after you stop doing anything.  I would not be so
annoyed by this, but hibernate/suspend kills the network connection
which makes a vpn or any other long-running download stop.  Very
frustrating.

Seems like as we're getting closer to release the stability is going
down, but maybe that's just me.

Bug description:
  System goes to hibernate or suspend even when set to "Don't suspend" on
  the Suspend when inactive setting

  I use the affected Laptop additionally as a fileserver. The
  powermanagement in 11.10 changed in the last few days in a way so that
  I can't let the laptop sit without console input for more then 30
  minutes without it going into hibernate or suspend regardles of what
  long running background processes I have. NFS services are beeing
  interrupted, ssh connections  (with long running upgrade sessions on
  remote Debian/Ubuntu servers) etc pp.
