[Bug 864479] [NEW] System goes to hibernate or suspend even when set to "Don't suspend"

Public bug reported:

System goes to hibernate or suspend even when set to "Don't suspend" on
the Suspend when inactive setting

I use the affected Laptop additionally as a fileserver. The
powermanagement in 11.10 changed in the last few days in a way so that I
can't let the laptop sit without console input for more then 30 minutes
without it going into hibernate or suspend regardles of what long
running background processes I have. NFS services are beeing
interrupted, ssh connections (with long running upgrade sessions on
remote Debian/Ubuntu servers) etc pp.
