Bug description:
   affects unity-2d
   tags a11y

  When in an application, for example gedit, accessing the individual
  menus with alt accelerator keys, such as Alt F for file, do not work.
  This is with unity-2d 3.8.14.1-0ubuntu1.

  To reproduce:
  1. Load a simple GTK application, such as gedit.
  2. Attempt to press Alt F, Alt E, Alt T etc for the menus. Nothing will happen.
