Thank you for reporting the bug to make ubuntu better.
i think that repeat option is used to repeat the whole album as in ubuntu doc 
see this there is clear that its for the repeatation of album  or artist.

  Rhythmbox can not repeatedly play a music on maverick
  rhythmbox     0.13.1-0ubuntu6

  Steps to Reproduce
  1. Open Rhythmbox. 
  2. Play a music
  3. Check "Repeat" by clicking "Control" menu -> "Repeat"
  4. Slide the bar to the place near to end
  5. Waiting for the music is played to the end

  Expected Result:
  Music played repeatedly

  Actual Result:
  Next music is played instead
