upstream closed the bug saying "You just need to drop them in ~/Pictures
in GNOME 3."

Bug description:
  I use a folder as a base for wallpapers (like everyone else, I gues),
  and I noticed that when adding more images to the folder, they don't
  get automatically loaded on the wallpaper list ...
