Tirst I don't consider this to be a dup of 573661, though somewhat
related.
The issue here is twofold -
First and not included in this bug but at the root is pulseaudio setting the pcm level to 100 by default, and if adjusted returning to 100 upon reboot.
This is totally wrong behavior and I can't see why it hasn't been addressed by now.
As far as bug -
After adjusting pulse thru /etc/pulse/default.pa, I can successfully lower my pcm to more a sane level (80) and it will remain so thru reboots.
The issue is when opening gnome-volume-control any action will immediately push pcm back to 100 inc. just going into the sound preferences and doing anything.
Attempting to change the volume level (which only controls master) does the same thing - pcm to 100.
Is it just not possible to have pulse leave the pcm level alone?
