Is the description in this bug "It takes 20 seconds to finish loading. It takes a couple of seconds..." your experience, or is it taken from https://answers.launchpad.net/ubuntu/+source/software-center/+question/174730? Those appear to be the words of Charles Pergiel. If this is your experience too and you want to report it as a bug, you should file a separate bug about this, since those slowdowns are not the same problem as the actual hang you seem to be reporting in your comment (https://bugs.launchpad.net/ubuntu/+source/firefox/+bug/875968/comments/1).

However, this bug is not a good way to report that hang either. In
investigating the cause of a hang, it is useful to have information
about the running state of the hung process. Therefore, you should file
a new bug, and this time, initiate the process of reporting the bug by
invoking ubuntu-bug with the PID of the running, hung software-center
process.

Before filing that report (or any bug reports about Ubuntu), you should
make sure to read https://help.ubuntu.com/community/ReportingBugs
carefully. Among other things, that should make the instructions in the
preceding paragraph make sense. Please also search to see if this has
already been reported, before filing that bug. However, if you do still
need help filing the report, please feel free to request help here or by
posting a question and linking to it here and subscribing me to it.

Since this issue is best handled by creating a new bug report, I am
marking this bug as Invalid. That doesn't mean you shouldn't have
reported it or that the issue isn't real--rather, the Invalid bug status
has a very specific technical meaning (see
https://wiki.ubuntu.com/Bugs/Status and
https://help.launchpad.net/Bugs/Statuses and
http://blog.launchpad.net/general/of-bugs-and-statuses). After filing
your new bug, it would be appropriate to mark this Invalid bug as a
duplicate of the new bug. Please note that this is *not* the same thing
as marking the new(er) but as a duplicate of this old(er) bug, which
would *not* be a correct action to take.

If you feel that the problem you are experiencing really is related to
the different problem that Charles Pergiel complained about in
https://answers.launchpad.net/ubuntu/+source/software-
center/+question/174730, then it would be appropriate to link your new
bug to that question as well (and you can keep this Invalid bug linked
to it too, if you wish). If, on consideration, you feel that it is not
related, then you should unlink this Invalid bug from that question.

Bug description:
  It takes 20 seconds to finish loading. It takes a couple of seconds
  before it even acknowledges that you have clicked on it (in the column
  of icons along the left hand edge of the screen). Then the icon
  flashes slowly for another eight seconds or so before a window appears
  on the screen. Then another ten seconds or so before it finishes
  loading.

  Is this really the future of computing? Faster and faster processors
  and ever more memory so I can sit around and wait for the stupid
  machine to collect all it's ducks from the far corners of virtual
  memory?

  This smells like the work of a committee.
