[Bug 876424] [NEW] Oneiric: network manager rewrites resolv.conf even if told not to manage interfaces

Public bug reported:

I have a PC with network interfaces specified via the interfaces file.
Network manager is told not to manage interfaces.

Still it stubbornly rewrites the etc/resolv.conf file erasing it
(leaving just a comment) and breaking network connectivity.

This did not happen on natty and is a regression.
