[Bug 880564] Re: Firefox & Thunderbird Hebrew localisation doesn't work after upgrade to Oneiric

I went into System Settings (הגדרות מערכת) then clicked on Language
Support (תמיכה בשפות) and re-ordered the languages so that עברית was at
the top of the list rather than lower down and these applications now
appear in Hebrew like I was expecting - but I upgraded from Natty where
they were in Hebrew, so the bug seems to be in the way the settings are
preserved (or not preserved) during the upgrade.

Or perhaps they are applied differently - in Natty, maybe Hebrew didn't
have to be at the top of the list for the applications to be displayed
localised - perhaps it was enough just to select the language at the
login screen whereas now login screen selection alone isn't enough...?

Bug description:
After upgrading from 11.04 to 11.10 none of the localisation features
(menus, etc) have appeared. All the menus are in English and the tabs
appear on the left hand side, whereas previously in 11.04 using Hebrew
localisation, the tabs appeared from the right hand side.
