[Bug 880564] [NEW] Firefox & Thunderbird Hebrew localisation doesn't work after upgrade to Oneiric

Public bug reported:

After upgrading from 11.04 to 11.10 none of the localisation features
(menus, etc) have appeared. All the menus are in English and the tabs
appear on the left hand side, whereas previously in 11.04 using Hebrew
localisation, the tabs appeared from the right hand side.
