I thought that I had this issue, but then I noticed that I did not have
"Show an alert" enabled in Thunderbird's Preferences (under "When new
messages arrive"). That setting was not necessary for Ubuntu-style
notification bubbles previously; nowadays I guess it is. I get
notifications now that that setting is enabled.
