[Bug 886982] [NEW] Scrolling doesn't respond immediately, then jumps

Public bug reported:

Sudden touchpad scroll movement is not recognized for a quarter second
or so, then causes the page to jump. More specifically, when I swipe
with two fingers (as is my scroll setup - which works on all other parts
of the system), it is not immediately recognized. If I rest my fingers
on the touchpad first, and then move them, the viewer moves
appropriately (most of the time). The problem seems to be when the
fingers are swiped (they are moving when they hit the pad and the
movement is registered).
