Thank you for your bug report but the start of week comes from the
locale used and not from the timezone, you use a english locale
(LANG=en_US.UTF-8), that's not a bug

Title:
  Week start day is not syncronized with Location

Status in “indicator-datetime” package in Ubuntu:
  Invalid

Bug description:
  Although my location (Time and Date settings -> Location) is set to
  Bucharest (Romania), the week still starts on Sunday, the standard US
  English setting. It would be normal that once I set my location to
  Romania, localization settings to apply automatically. Now I can only
  do that by editing /etc/default/locale.
