Public bug reported:

Ubuntu 11.10, Passwords and Keys and KGpg, but there is no interface
option to access Seahorse. There is no rightclick option to encrypt or
sign files, and the Passwords and Keys has no option to encrypt a file
or clipboard. KGpg no longer appears as a program since I upgraded to
ubuntu 11.10.
