The conf property mentioned above, has changed path. 
In Ubuntu 11.10, it is a dconf property with path /org/gnome/settings-daemon/plugins/power/use-time-for-policy.
Use dconf-editor to check and change it.

Bug description:
  Binary package hint: gnome-power-manager

  Have two fully charged batteries on your laptop. Let the expansion
  battery on your laptop run out of power. Watch your laptop power down
  with still 50% charge left.

  Ubuntu Edgy: IBM Thinkpad X40.
