[Bug 891470] [NEW] Screen can be set to not lock after a time without password

Hi,

In Ubuntu 11.10 you can go to the System settings->Screen and turn the
lock on and off without using the password.  My son likes to use my
wifes computer and keeps changing the settings so he can get on the web
because the lock didn't happen.
