  Reviews are missing (or inconsistent with stars/# ratings)

Status in “software-center” package in Ubuntu:
  New

Bug description:
  In Ubuntu Software Center, the Reviews often seem inconsistent with
  the stars or the number of ratings displayed for software items.

  For example, the "Arora" web browser has 3-out-of-5 stars and the
  notation "(17 ratings)".  However there are -no- reviews available in
  the Reviews section, which says "This app has not been reviewed yet".

  Since there are no reviews yet, what does "(17 ratings)" refer to, and
  where did the 3 stars come from?
