nm-applet is missing a tooltip while connecting to an Access Point

nm-applet is missing a tooltip. It does not show what it is doing when
it is attempting to connect to a wifi network (other than showing two
green circles). The expected behavior is that a mouseover on nm-applet
should bring up a tooltip saying: Connecting to $AP_NAME
