[Bug 874983] Re: Epiphany 3 always automatically download files
Epiphany 3.2 has improved the preferences label to "Automatically open
downloaded files."
I believe Epiphany intentionally doesn't show a pop-up giving a choice
of where to download each file since it interrupts the workflow for the
majority of users. Anyway, I'm linking to the GNOME bug.

Bug description:
Clicking a link to a file, Epiphany begins download wihtout asking for
the destination folder, even if "Automatically download and open
files" is unchecked in preferences.
